The Ilocos empanada had an incredibly crispy rice flour shell that shattered with every bite. Its bright orange crust encased a generous filling of savory meat, shredded green papaya, mung beans, and even a whole egg. The filling was rich, hearty, and full of flavor, with a perfect balance of textures. It complemented the tangy vinegar-based dipping sauce well, which cut through the richness and added a refreshing kick. At $8, one empanada was surprisingly filling.
